OVOP Socialization in Tarakan, North Kalimantan, How To IKM Achieve OVOP?

 The socialization was held with the theme of the policy of developing IKM centers through the OVOP approach. The socialization was held in the meeting room of the Grand Citra Hotel, Tarakan City on November 12, 2019. The OVOP Socialization activity was opened by singing the song Indonesia Raya, and then a talk was held, where the first speaker was the Head of the Department of Industry, Trade Cooperatives, and SMEs Mr. Ir. Hartono.

Mr. Hartono explained that OVOP has been slowly implemented in North Kalimantan province for a long time, where the number of Small and Medium Industries (IKM) in North Kalimantan province is currently 2,500 IKM. According to him, economic growth in North Kalimantan Province is very good. 

So many immigrants go to North Kalimantan, the existence of several oil palm plantations also invites immigrants to migrate to North Kalimantan, North Kalimantan Province has 2 main gateways, namely the city of Tarakan by air and sea and Nunukan Regency which borders directly with the Sabah area in Malaysia.

He said that inflation in North Kalimantan province was caused by an increase in the price of transportation tickets, for example, plane tickets, where high ticket prices made tourists reluctant to come to Indonesia, so they preferred to travel to Malaysia with cheaper ticket prices.

The next activity was the socialization of OVOP material by Mr. Edhy Siswanto, as former secretary general of IKMA, Mr. Edhy Siswanto explained the meaning of OVOP, the requirements for IKM centers to become OVOP and several OVOP awards from the government to IKM. According to Mr. Edhy Siswanto, OVOP is unique, one village has one unique product, the product that is made into OVOP must also be sustainable, it cannot be made into OVOP as a seasonal or periodic product. 

He explained that OVOP means an approach to developing regional potential in one region to produce one local wisdom product, a global class that is unique to the region by utilizing local resources. 

The basic principle is the product is a typical product of a region, based on its natural resource capabilities and this product is difficult to find in other areas, for example in the city of Tarakan there is thin dried fish (Pepija Fish) which this type of fish cannot live or is difficult to find in other Indonesia areas. 

So that the cultivation of thin dried fish can be maximized on Tarakan Island, or like batik which is a typical product of the island of Java, especially in Jogjakarta or Solo, the Jogjakarta area is proposing batik to achieve OVOP which has great potential.

OVOP (One Village One Product) has several basic principles as follows

Criteria for SME centers included in OVOP

⦁ Centers that produce unique products, including motifs, product designs, manufacturing techniques, skills, and raw materials, which are based on local wisdom;

⦁ Centers that can produce quality and sustainable products;

⦁ Centers that already have domestic (regional and/or national) and global markets;

⦁ Centers that already have institutions; And

⦁ Easily accessible center.

Centers can be created by conditioning SMEs in certain areas, centers can also be formed naturally, for example in Karanganyar village there is Mr. Suwito who is successful in making tofu and Tempe, then other neighbors imitate his activities in up to 10 residents' houses in Karanganyar village, so that the village Karang Anyar can be used as a tofu and tempeh IKM center. 

In the case of Sidogiri village, a large cloth factory industry has been built, then one by one the residents intend to make clothes, so 20 SMEs are formed which make various types of clothing, with a total of 20 SMEs can create an SME center.

How can the IKM achieve OVOP?

Several activities must be carried out so that the IKM center can win the OVOP award. These include the need to propose an OVOP Center by the region, of course, the region that is proposing has set the criteria for IKMs to meet OVOP, and the region has also carried out guidance to IKMs, how long the development period will be, as well as paying attention to what aspects meet the OVOP rules.

At the end of the socialization activity, a dialogue was held with the Secretary-General and Mrs. Hartati as head of the Department of Industry, trade, cooperatives, and SMEs. Some of the questions included why proposals or requests for SME facilitation from several regions were rejected, as well as what SMEs could do to get equipment facilitation. and capital assistance.
